Minimum age 18 at Ryanair but 21 at Emirates, why the difference?

#1 Curious more than anything. Why do the Gulf carriers want 21 when Europe takes 18?

#2 Partly local labour law and visa rules for foreign workers, partly the airline's own view that relocating to another country alone at 18 does not go well. Etihad and Qatar are 21 as well. Europe hires at 18 because you go home at night.
